Need for Monitoring Animal Slaughter Data
- NMIS is mandated to maintain a system monitoring the number of animals slaughtered, and the volume of condemned animals/carcasses and primal parts across accredited and locally registered meat establishments (LRMEs).

Bureau of Agricultural Statistics (BAS) Functions
- Per Executive Order No. 116, BAS is responsible for collecting, compiling, and releasing official agricultural statistics.
- BAS exercises technical supervision over data collection centers and coordinates agricultural statistics and economic research within the Department of Agriculture.
- BAS compiles official statistics on total animals slaughtered as the basis for national meat production data.
NMIS and Local Government Unit Coordination
- Section 5 of Executive Order No. 137 mandates NMIS, in coordination with relevant LGUs, to monitor and conduct field inspections, requiring periodic and special reports on slaughterhouse operations.
- Regional Department of Agriculture (DA) agencies collaborate with LGUs to implement and monitor programs, including data reporting requirements by livestock groups like BAS and NMIS.
Scope of the Guidelines
- Applies to all accredited and locally registered meat establishments and other relevant areas.
- Covers accurate data collection and submission on:
- Number of animals slaughtered
- Volume of meat produced
- Animals condemned during ante-mortem and post-mortem inspections including carcasses and primal parts.
Objectives
- Ensure accuracy in documentation and reporting of slaughtered animals, meat production, and condemnations.
- Establish a unified methodology for data collection to facilitate consolidation and create a unified animal slaughter database.
Key Definitions
- Carcass: Fresh meat after bleeding and dressing with offals removed.
- Carcass/Dressed Weight: Weight after bleeding, dressing, and evisceration.
- Farm Household: Household where members tend or slaughter animals.
- Key Informants: Individuals knowledgeable in local slaughtering activities (e.g., meat inspectors, traders, local officials).
- Live Weight: Weight of live animals before slaughter.
- Locally Registered Meat Establishments (LRMEs): Meat facilities allowed by local governments but not NMIS accredited.
- Meat Establishments: Facilities for slaughtering, processing, handling, packing, or storing meat.

Responsibilities of Agencies
Local Government Units (LGUs):
- Local Meat Inspectors record daily data and submit reports monthly.
- Municipal and City Veterinarians/Agriculturists ensure proper data collection and act as key informants for data outside establishments.
- Provincial Veterinarians consolidate reports, collaborate with BAS, and oversee meat inspectors.
Bureau of Agricultural Statistics (BAS):
- BAS Provincial Operations Centers support data collection, validate, and submit quarterly data.
- BAS Regional Operations Centers compile regional data and coordinate with NMIS and DA RFUs.
- BAS Central Office compiles national data, conducts reviews, develops and maintains computerized systems, processes data, and releases official slaughter statistics.
National Meat Inspection Service (NMIS):
- NMIS Meat Inspectors collect daily data in accredited facilities.
- Regional Offices compile, validate, and submit data to the Central Office.
- Central Office verifies reports, collaborates with BAS, maintains systems, and supports training.
Department of Agriculture Field Operation Service/Regional Field Units (DA RFUs):
- Collaborate in data review and validation.
- Assist with training and information dissemination.
- Participate in printing reports and act as data repositories.
Reporting Workflow
- Monthly and quarterly submission schedules from local to provincial and regional levels.
- Use of computerized and web-based systems for data encoding and submission.
- Joint printing and distribution of standardized report forms.
Repealing Clause
- Existing administrative orders and related issuances inconsistent with this order are revoked or modified accordingly.
Separability Clause
- If any provision is declared unconstitutional, the rest of the order remains effective.
Suppletory Clause
- Provisions of other existing laws will supplement this order as necessary.
Effectivity
- The order takes effect fifteen days after publication in the Official Gazette and filing at the UP Law Center.
