Guidelines established for rice seed certification mandate multiple field inspections, rigorous seed sampling, and timely testing to ensure high-quality seed production, as approved by the National Seed Industry Council.

Legal basis and issuing officials

  • The Order is issued pursuant to the Implementing Rules and Regulations of RA 7308, otherwise known as the Seed Industry Development Act of 1992.
  • The Order is issued under Chapter III, Article II, Section 3 of the Implementing Rules and Regulations of RA 7308.
  • The Order is adopted upon approval of the National Seed Industry Council.
  • The Order is signed by the Secretary, Department of Agriculture and Chairman, National Seed Industry Council.
  • The Order is recommending approval through the Officer-in-Charge, Director.

Policy and purpose

  • The Order establishes guidelines to ensure better quality of seeds through rice seed certification.
  • The Order sets certification procedures that verify and assure seed purity and the removal of possible sources of contaminants.

Field inspection requirements

  • Field inspection is conducted by deputized seed inspectors.
  • For inbred rice seed production, at least two (2) field inspections are required: preliminary and final.
  • For inbred rice seed production, the inspections occur during the flowering stage and before harvesting.
  • More field inspections are allowed to assess off-types, weeds, diseased plants, and other contaminants.
  • For hybrid rice seed production of F1 and parental seeds (A or CMS line, B or maintainer line, and R or Restorer Line), at least four (4) inspections are required.
  • The inspections for hybrid production are required to verify and assure the removal of possible sources of contaminants, and more inspections may be done before final rouging of female parents prior to harvesting.

Seed sampling rules and limits

  • Seed sampling is conducted by deputized seed inspectors.
  • The certifying agency may conduct seed sampling only when deemed necessary.
  • Seed samples are taken at random following ISTA Rules on seed sampling for inbred seeds.
  • For inbred seeds, the sampling intensity is governed by the following table:
    • For 1–9 bags/lot, sample every bag.
    • For 10–15 bags/lot, sample 10 bags.
    • For 16–25 bags/lot, sample 12 bags.
    • For 26–35 bags/lot, sample 15 bags.
    • For 36–49 bags/lot, sample 17 bags.
    • For 50–64 bags/lot, sample 20 bags.
    • For 65–80 bags/lot, sample 23 bags.
    • For 81–100 bags/lot, sample 25 bags.
    • For 101–120 bags/lot, sample 27 bags.
    • For 121 bags and above, sample 30 bags.
  • The Order sets maximum number of bags per lot for these productions:
    • For production of registered seed, the maximum is 50 bags/lot.
    • For production of certified seed, the maximum is 100 bags/lot.
  • For hybrid seed, the sampling intensity is governed by these rules:
    • For A hybrid seed: for 1–10 bags/lot, sample all bags.
    • For Parentals (A line, B line, R line): sample 50 bags/lot and 15 kgs/bag, and sample at least 10 bags.
    • For F1 Production: sample 100 bags/lot at 10 and 20 kgs/bag, and sample at least 20 bags.

Seed testing timelines and release

  • Samples submitted for certification must be analyzed/tested 1–24 hrs. after receipt of the sample.
  • The result of analysis must be released within 15 days.
  • The release timing of analysis results applies as long as there is no problem with the quality of the seed.

Tagging and supervision

  • Tagging of seed lots passing certification is done with close oversight.
  • Tagging is done/closely supervised by the seed inspectors or the representative of the certifying agency.
