Guidelines established for rice seed certification mandate multiple field inspections, rigorous seed sampling, and timely testing to ensure high-quality seed production, as approved by the National Seed Industry Council.

The guidelines are based on the Implementing Rules and Regulations of RA 7308, also known as the Seed Industry Development Act of 1992.

Field inspections must be conducted by Deputized Seed Inspectors.

A minimum of two (2) field inspections are required: a preliminary inspection during the flowering stage and a final inspection before harvesting.

A minimum of four (4) inspections are required to verify and assure removal of contaminants.

Seed sampling shall be carried out by Deputized Seed Inspectors. The Certifying Agency may conduct sampling when deemed necessary.

The guidelines follow the International Seed Testing Association (ISTA) Rules on seed sampling for inbred seeds.

The maximum number of bags per lot is 50 for registered seed production and 100 for certified seed production.

Results of seed analysis must be released within 15 days, provided there are no problems with seed quality.

Tagging must be done or closely supervised by seed inspectors or representatives of the certifying agency.

The Order took effect upon its approval on June 2, 2005.
