Guidelines established for rice seed certification mandate multiple field inspections, rigorous seed sampling, and timely testing to ensure high-quality seed production, as approved by the National Seed Industry Council.

It is adopted pursuant to the Implementing Rules and Regulations of RA 7308 (Seed Industry Development Act of 1992), specifically Chapter III, Article II, Section 3, and upon approval of the National Seed Industry Council.

Field inspection shall be conducted by Deputized Seed Inspectors.

A minimum of two (2) inspections are required: preliminary and final—during the flowering stage and before harvesting, respectively.

To assess the presence of off-types, weeds, diseased plants, and other contaminants.

A minimum of four (4) inspections are required to verify and assure the removal of possible sources of contaminants.

More inspections may be done before final rouging of female parents prior to harvesting.

Seed sampling shall be carried out by Deputized Seed Inspectors; the Certifying Agency may conduct seed sampling only when deemed necessary.

Samples are taken at random following ISTA Rules on seed sampling for inbred seeds.

It follows the table in the guidelines (e.g., 1–9 bags: every bag; 10–15: 10 bags; 16–25: 12 bags; 26–35: 15 bags; 36–49: 17 bags; 50–64: 20 bags; 65–80: 23 bags; 81–100: 25 bags; 101–120: 27 bags; 121 and above: 30 bags).

The maximum number of bags/lot is 50 bags/lot for production of registered seed.

The maximum number of bags/lot is 100 bags/lot for production of certified seed.

Hybrid sampling is governed by separate intensity rules depending on whether the hybrid is F1 or a parental line (A/B/R), with specified bag-count sampling and additional weight-based requirements for parentals and F1.

All bags are sampled.

For 50 bags/lot and 15 kgs/bag: sample at least 10 bags.

For 100 bags/lot at 10 and 20 kgs/bag: sample at least 20 bags.

Samples must be analyzed/tested 1–24 hours after receipt; results must be released within 15 days as long as there is no problem with the seed quality.

Tagging is done/closely supervised by the seed inspectors or the representative of the certifying agency.

It takes effect upon approval.
