Requirements for New Applications

  • Submission of duly accomplished BAI application form.
  • Pro-forma invoice.
  • Samples of at least 250 grams per product for laboratory analysis, with cost borne by applicant.
  • Test procedures/protocols for the products.
  • Certificate of analysis, certificate of free sale, certificate of product registration, authenticated by Philippine consulate in the country of origin.
  • Brochures, technical dossiers, relevant literature, or scientific evidence supporting the product.
  • Authenticated foreign agency contract or notarized agreement with manufacturer stipulating joint responsibility for product quality.
  • Authenticated government certificate verifying manufacturer’s competency and reliability.

Requirements for Old Applications (Repeat Orders)

  • Valid BAI license.
  • Duly accomplished BAI application form.
  • Latest import permit for the same product and supplier.
  • Pro-forma invoice.
  • Additional requirements may be requested by BAI.
  • Incomplete applications will not be processed.

Processing and Fees

  • Importers must pay the import permit processing fee as approved by DA-AO No. 37 dated December 20, 1991.
  • Fee covers all expenses incurred by BAI-AFSD in processing the permit.

Reporting Requirements

  • Contracted or booked importations must be reported to BAI-AFSD within five (5) working days from contract date.
  • Reports must be supported by a photocopy of the Letter of Credit issued by the Central Bank or authorized commercial banks.

Arrival and Inspection Procedures

  • Arrival of shipment must be reported to BAI-AFSD.
  • BAI authorized representative will collect samples for quality control.
  • Inspection fees: Php 0.50 per ton of feeds/feedstuff and Php 0.20 per kilogram of feed additives/supplements/premixes.
  • Fees pursuant to Ministry Order No. 6-83 and Batas Pambansa No. 325 dated August 23, 1983.

Shipment Cancellation or Delay

  • Importers must report any shipment cancellation or delay promptly.

Validity and Compliance

  • Import permits are valid for a maximum of 60 calendar days from the date of issuance to the expected latest vessel arrival.
  • Non-compliance subjects offenders to prosecution and penalties under RA 1556 as amended by PD No. 7, and other applicable laws.
  • Administrative sanctions may also be imposed.

Repeal and Effectivity

  • Any inconsistent provisions in prior letter circulars or regulations are repealed or modified accordingly.
  • This Letter Circular takes effect immediately upon adoption on September 14, 1992.
