- Clearances are required for MVs intended for shipment via ferry boats and RORO vessels as well as for land travel.

Issuance Authorities and Locations
- MV clearances shall be issued by:
- Motor Vehicle Clearance Unit (MVCU) at Camp Crame.
- MVCU Ancar Detachment at Port Area, North Harbor, Manila.
- Any TMC Unit at regional and provincial levels.
- TMC teams detailed specifically at ferry terminals and ports nationwide.
Operational Protocol for Clearance Issuance
- MVCU and TMCs servicing ferry and RORO vessel areas will form dedicated teams working on a 24-hour detail to issue/check MV clearances at ferry terminals/ports.
- Issuance follows a "First Come, First Serve" principle to maintain fairness and prevent corruption.
- The number of MVs accommodated per ferry is pre-determined and communicated to applicants; late applicants are advised to take succeeding ferry schedules.
Verification and Validation Procedures
- Personnel detailed at ports check if the MV has a valid clearance issued by the TMC at the point of origin.
- Verification includes confirming the validity period and ensuring vehicle descriptions match the clearance details.
Validity and Renewal of MV Clearance
- MV clearance for shipment and land travel is valid for 15 days from the date of issuance.
- The clearance is usable nationwide moving from the point of origin.
- MV owners must apply for renewal upon expiration before the vehicle can board inter-island vessels again.
Documentation and Endorsement Process
- Upon presentation of a valid clearance at various terminals/ports, TMC personnel shall:
- Inscribe the date, their name, and unit on the clearance.
- Affix their signature as proof of inspection and clearance verification.
Rescission of Prior Conflicting Orders
- All previous instructions and procedures that conflict with these guidelines are formally rescinded.
Implementation and Compliance
- The guidelines take effect immediately for widest dissemination, guidance, and strict compliance by all concerned parties.
