Guidelines on MV Clearance Issuance
Law
Lto Memorandum Circular No. 93-185
Decision Date
Nov 12, 1993
LTO Memorandum Circular No. 93-185 streamlines the issuance of motor vehicle clearances for shipment and land travel, establishing 24-hour service at ferry terminals, enforcing a "first come, first serve" policy to combat corruption, and ensuring clearances are valid for 15 days.

Q&A (LTO MEMORANDUM CIRCULAR NO. 93-185)

MVCU and TMD personnel whose areas cover ferry and RORO vessel services shall form a team or be detailed to check and issue MV clearances at ferry terminals and ports on a 24-hour duty basis.

The personnel must verify the validity of the clearance and ensure that the description of the MV matches what is stated in the clearance before allowing it to board.

Upon expiration, the MV owner or possessor is required to apply for its renewal. The unit noticing the expiration shall ensure renewal before the MV is allowed to board inter-island vessels or ferry boats again.

They shall write on the clearance the date, their name and unit, and affix their signature, which signifies that they have checked both the clearance and the MV as it passed their station.

All previous instructions and procedures that conflict with the guidelines set forth in this memorandum circular are hereby rescinded.

Complaints included the cumbersome procedures of securing MV clearances every time their trucks board ferries, the inconvenient locations and limited hours of TMC units issuing clearances, and allegations of corruption involving money changing hands to expedite clearance issuance and ferry accommodation.
