Objectives
- Set procedure for vehicle issuance.

Policies
- Vehicle issuance based on approved TEA under NAPOLCOM Resolution 93-08.
- Prioritization criteria: units with no vehicles, units threatened by enemy forces (LCT, MILF, LMGs), units in remote areas, vehicles older than 5 years.
- Vehicle type depends on road network and geography of unit's area.
- Receiving unit responsible for maintenance and proper care; negligence leads to disciplinary action.
- Vehicle markings must comply with NAPOLCOM Resolution No. 99-002; advertising personalities/groups prohibited.
- Vehicles owned by PNP exclusively for official use; no personal or political errands allowed.
- Alterations such as removal of markings or changing color without permission are prohibited.
- Vehicle maintenance governed by Memorandum Circular 2008-010.
Procedures
- Authorized personnel to receive vehicles are Chief of Unit and Supply Accountable Officer or other specified combinations with Regional officers.
- Steps for withdrawal: obtain Supply Directive from Mobility, Aviation, and Maritime Section (MAMS) of DL; process Invoice Receipt for Property at SAMD, LSS; release from SSDD, LSS.
- LSS reports vehicle issuance status to DL.
- Documents to be endorsed to unit's Supply Accountable Officer for property book inclusion.
- Realignment of vehicle issuance requires concurrence of gaining and losing units and LGU, plus DL approval.
Responsibilities
Chief of Unit/Logistics Officers:
- Maintain and ensure proper use and disposition of vehicles.
- Liable for damages due to negligence or use outside official purposes.
- Ensure vehicles used as intended.
- Perform stenciling per DL format.
- Annually renew LTO registration.
- Conduct quarterly inspections and submit status reports to DL and SAMD.
Supply Accountable Officers:
- Record vehicles in PNP property logbook.
- Update vehicle records regularly.
Penalties
- Violations subject to administrative action.
- Possible criminal charges if warranted.
Rescission
- Supersedes any contrary existing memoranda, directives, or issuances.
Effectivity
- Effective 15 days after filing with the University of the Philippines Law Center as per EO No. 292, "The Revised Administrative Code of 1987".
