  • All issued PNP vehicles must strictly adhere to the standard vehicle markings under NAPOLCOM Resolution No. 99-002 (Approving the Standard Color and Markings for PNP Motor Vehicles, Seacraft and Aircraft).
  • Markings that advertise personalities and groups—such as those using “thru the effort of,” “donated by,” and similar markings—are strictly prohibited.
  • The Chief of Unit who tolerates prohibited markings is held liable under the doctrine of command responsibility.

Exclusive official use and ownership status

  • All issued PNP vehicles are deemed property of the PNP regardless of the source of appropriations.
  • Vehicles are exclusively for official use in the discharge of the PNP mandate.
  • Vehicles must not be used to accommodate personal errands.
  • Vehicles must not be used to place them at the disposition of any local executive or politician.

Prohibitions on alterations without authority

  • Alterations of the vehicle’s body—major or minor—are not allowed without permission and due notice to higher PNP authorities.

Authorized personnel and vehicle withdrawal procedure

  • Only these authorized personnel may receive vehicles from Directorate of Logistics (DL)/Logistics Support Service (LSS):
    • The Chief of Unit and the Regional Supply Accountable Officer (or the receiving unit’s Supply Accountable Officer).
    • The unit’s Supply Accountable Officer and the Regional Supply Liaison Officer.
    • The Chief of Unit and the Regional Liaison Officer.
  • In withdrawing a vehicle from DL/LSS, authorized personnel shall:
    • Report to the Mobility, Aviation, and Maritime Section (MAMS) of DL for issuance of the Supply Directive.
    • After receiving the original Supply Directive, proceed to the Supply Accounting and Monitoring Division (SAMD), LSS for documentation/processing of the Invoice Receipt for Property (IRP).
    • Then proceed to the Supply Storage and Distribution Division (SSDD), LSS for release of the vehicle.
  • LSS shall prepare a report on the status of vehicle issuances and submit it to DL.
  • Persons receiving the vehicle other than the unit’s SAO shall indorse the vehicle’s pertinent documents to their SAOs for:
    • Records keeping; and
    • Inclusion in the unit’s property book.

Realignment of vehicle issuance

  • Regional Directors (RDs) and Provincial Directors (PDs) may realign issuance of vehicles only with:
    • Concurrence of both the gaining and losing PNP units; and
    • Concurrence of the Local Government Unit (LGU);
  • Realignment is subject to approval of DL.

Responsibilities and required actions

  • The Chief of Unit/Logistics Officer is responsible for:
    • Maintenance and proper use/disposition of the vehicle.
    • Liability for damage due to negligence and improper handling or when used other than official business purposes.
    • Ensuring vehicles are used according to intended purpose and users.
    • Stenciling the vehicle using the prescribed DL format.
    • Annual renewal of LTO registration.
    • Quarterly physical inspection of vehicles and submission of status reports to the higher headquarters Directorate for Logistics (DL), with a copy furnished to SAMD and LSS.
  • The Supply Accountable Officers must:
    • Ensure vehicles are recorded into the PNP property logbook.
    • Update records of PNP vehicles.

Administrative consequences and criminal exposure

  • Any violation of the circular constitutes a ground for administrative action.
  • Administrative action is without prejudice to filing appropriate criminal charges against negligent or erring PNP personnel if warranted.

Rescission and effectivity

  • This circular supersedes all existing memoranda, directives, and other issuances contrary to it.
  • Effectivity is triggered by filing three (3) copies with the University of the Philippines, Law Center in accordance with Sections 3 and 4, Chapter 2, Book VII of EO No. 292 (Revised Administrative Code of 1987, as amended).
  • The circular takes effect fifteen (15) days from the required filing.
