It prescribes guidelines and procedures for the issuance and marking of PNP mobility assets, including responsibilities, recordkeeping, and prohibitions on improper use or markings.
Issuance is based primarily on the approved TEA under NAPOLCOM Resolution No. 93-08.
Priority is given to: (a) units with no issued vehicle at all; (b) units under constant threat from enemy forces; (c) units in remote areas far from friendly forces; and (d) units receiving vehicles that are five (5) years old or more from the date of receipt.
Markings such as “thru the effort of,” “donated by,” and similar personalized/group-advertising markings are prohibited; tolerating these may result in liability under the doctrine of command responsibility.
Yes. Regardless of source of appropriations, issued vehicles are PNP property exclusively for official use in the discharge of the PNP mandate, and may not be used for personal errands or to accommodate local executives/politicians.
They report to the Mobility, Aviation, and Maritime Section (MAMS) of DL for a Supply Directive, then proceed to the Supply Accounting and Monitoring Division (SAMD), LSS for documentation/IRP, then to the Supply Storage and Distribution Division (SSDD), LSS for release.
Authorized recipients are: (1) the Chief of Unit and the Regional Supply Accountable Officer (receiving unit SAO), or (2) the Unit’s Supply Accountable Officer and the Regional Supply Liaison Officer, or (3) the Chief of Unit and the Regional Liaison Officer.
They must indorse the vehicle’s pertinent documents to their SAOs for records keeping and inclusion in the unit’s property book.
Only with concurrence of both gaining and losing PNP units and the Local Government Unit (LGU), and subject to approval by DL.
They must ensure maintenance and proper use/disposition, be liable for damage due to negligence or improper use, ensure vehicles are used according to intended purpose and users, stencil vehicles using the DL prescribed format, renew LTO registration annually, and conduct quarterly physical inspections and submit status reports to DL and furnish SAMD and LSS.
They must ensure vehicles are recorded into the PNP property logbook and update records of PNP vehicles.
Any violation is a ground for administrative action, without prejudice to filing appropriate criminal charges if warranted against negligent/erring personnel.
It takes effect fifteen (15) days from filing three (3) copies at the University of the Philippines Law Center, consistent with Sections 3 and 4, Chapter 2, Book VII of EO No. 292 (Revised Administrative Code of 1987), as amended.
