Guaranty and Liability of Conversion/Installing Shops
- Shops installing LPG devices with PS Mark must issue a Certificate of Conversion/Installation guaranteeing the device against defects.
- Such defects that could cause accidents place liability directly on the conversion/installing shop.
Inspection and Maintenance Requirements
- Converted auto-LPG vehicles must undergo annual inspection and maintenance by PS certified conversion/installing shops.
- Upon inspection, a Certificate of Inspection and Maintenance Compliance shall be issued by the certified shop.
Registration Requirements for Auto-LPG Vehicles
- Registration requires additional documentation beyond normal Land Transportation Office (LTO) requirements:
- PS License Certificate issued by DTI-BPS.
- Certificate of Installation/Conversion from the PS certified shop (valid for the first registration year only).
- Current Certificate of Inspection and Maintenance Compliance.
Duties and Responsibilities of LTO Inspectors
- LTO motor vehicle inspectors must verify:
- The PS Mark on the LPG device.
- The PS License Certificate of the conversion/installing shop.
- Certificate of Conversion/Installation.
- Current Certificate of Inspection and Maintenance Compliance.
- Vehicles lacking these documents shall not be registered.
- DTI-BPS shall provide LTO a list of certified conversion/installing shops.
Registration Fees
- Fees for registering auto-LPG vehicles are governed by the Motor Vehicle User Charge Law (R.A. 8794).
Repealing Clause
- Previous inconsistent rules and regulations regarding LPG vehicle inspection and registration are amended, modified, or repealed accordingly.
Preparation of Implementing Rules and Regulations
- Relevant agencies under the Department of Transportation and Communications (DOTC) must prepare respective Implementing Rules and Regulations (IRR) to enforce this Department Order.
Effectivity
- These regulations become effective fifteen days after publication as promulgated by the Secretary of DOTC Leandro R. Mendoza on December 11, 2006.
