Policy objective for standardized processing
- The circular standardizes the procedure when the due date for registration, license, and student permit transactions falls on Saturday, Sunday, or a holiday.
- The circular sets uniform rules governing penalty collection, acceptance of renewals, and extension of validity for covered documents.
Covered transactions and operational scope
- New registration processing is covered for transactions handled by New Registration Units (NRUs) and selected District Offices (DOs) authorized to process new registration transactions.
- Renewal processing is covered for:
- registration renewal applications, and
- driver’s license renewals.
- Student permit coverage applies to permits whose validity expires on Saturday, Sunday, or a holiday.
- The penalty rules apply specifically when the relevant due timing falls on a Saturday, Sunday or holiday.
Penalty-free handling for new registration
- NRUs and selected DOs are directed not to collect penalty for sales invoices presented for new registration when the 7th day falls on Saturday, Sunday, or a holiday.
- Authorized offices are instructed to use the MVUC Adjustment functionality in the LTO IT System when processing the covered new registration transactions.
Renewal applications without penalty
- No penalty shall be collected for an application for renewal of registration presented/submitted on the next working day.
- Driver’s licenses due for renewal must be accepted without the collection of penalty if presented on the next working day.
Student permit validity extension rule
- The validity of student permits that expire on Saturday, Sunday, or a holiday is extended until the next working day.
