Q&A (MEMORANDUM CIRCULAR NO. 2018- 2131)

The main purpose is to standardize the procedure for registration, license, and student permit transactions when the due date falls on a Saturday, Sunday, or holiday.

NRUs and selected District Offices are directed NOT to collect penalty for sales invoices presented for new registration if the 7th day falls on these days.

NRUs must use the MVUC Adjustment functionality in the LTO IT System and avoid collecting penalties for new registrations with due dates on Saturdays, Sundays, or holidays.

No penalty shall be collected if the application for renewal of registration is submitted on the next working day.

Driver’s licenses due for renewal shall be accepted without penalty if presented on the next working day following the weekend or holiday due date.

The validity of student permits that expire on these days is extended until the next working day.

The memorandum circular took effect immediately upon issuance on April 2, 2018.

The waiver applies only if the due date or the 7th day falls on a Saturday, Sunday, or official holiday, as stipulated in the memorandum.

MVUC Adjustment is a feature in the Land Transportation Office IT System used to process new registration transactions without collecting penalties when due dates fall on non-working days.
