LTO Regional Directors are authorized to issue Mission Letters for government firearm holders, allowing them to carry firearms outside their residences under strict guidelines, including compliance with specific project approvals and limitations on firearm display and locations.

Eligibility and Issuance Requirements

  • Only government agents who are regular plantilla employees in law enforcement agencies and receiving regular compensation may be issued a Mission Letter/Order.
  • Civilian agents may be issued such letters/orders only if they are part of a specific law enforcement, police, or intelligence project requiring firearms use.
  • Such projects must be approved at the Police Regional Office level or equivalent in AFP, NBI, or higher command levels.

Carrying Firearms by LTO Law Enforcement Personnel

  • LTO law enforcement members may carry issued firearms only while on duty and within their operational areas.
  • Firearms must be returned to the property custodian after duty for safekeeping.
  • Carrying firearms off-site requires a Mission Order specifying the time period and locations covered by the mission.

Manner of Carrying Firearms

  • Firearms must be carried only while in proper uniform as a general rule.
  • Sidearms must be holstered and securely attached to the belt when carried by uniformed personnel.
  • Personnel without a holster and authorized civilian carriers must ensure firearms are concealed in a case or bag except when in actual use.
  • Displaying firearms conspicuously or tucking them in the waist is strictly prohibited, whether in uniform or civilian clothes.
  • Only firearms specifically described in the Mission Letter/Order may be carried.

Limitations and Prohibited Places for Carrying Firearms

  • Firearms are prohibited in public drinking places, cabarets, public dance halls, amusement places, places of worship, malls, markets.
  • Carrying firearms is forbidden during attendance at civic, political, and religious rallies and meetings.

Duration and Validity of Mission Letters/Orders

  • The validity period of Mission Letters/Orders shall be sufficient to complete the mission but shall not exceed ten (10) days.
  • Mission Letters/Orders issued by Regional Directors and Assistant Regional Directors are subject to approval and evaluation by the Assistant Secretary.

Undertaking by Bearer of Mission Letter/Order

  • The bearer must sign an undertaking below the issuing authority's signature.
  • This undertaking certifies that the bearer has read, understood, and agrees to strictly comply with the content and instructions of the Mission Letter/Order.

Enforcement and Compliance

  • The guidelines are issued for strict compliance by all concerned personnel.
  • The Assistant Secretary oversees approval and evaluation of Mission Letters/Orders issued at regional levels.
