Operational Capabilities of GPS Devices

  • Devices must transmit data to servers at intervals no longer than 30 seconds.

  • Maintain logs of sent data with provision for direct data download to PCs.

Application Process for Accreditation

  • Written application using Board-provided forms, signed and sworn to by applicants or their authorized representatives.
  • Individual applicants must provide personal details and proof of age and business registration.
  • Domestic or foreign juridical entities must submit corporate documents, registration certificates, and authorization documents.
  • Non-resident foreign entities must also submit authenticated translations, SEC licenses, and resolutions regarding Philippine branch representation and legal agent appointments.

Additional Documentation Requirements

  • Applicants must submit a detailed description of their business model and proof of compliance with GPS system specifications.
  • Provide evidence of operating as a GPS provider for at least two years, including business permits and BIR registrations.
  • Submit a client list in the transportation industry.
  • Include details of installers/technicians, their clearances from the National Bureau of Investigation, and proof of 24/7 nationwide technical support.
  • Warranty of at least one year from installation and proposed procedures for device repair and replacement.
  • Undertaking to comply with PMS ISO/IEC 17025 within one year of accreditation if applicable.
  • Company policies for complaints resolution.

Accreditation Fee and Validity

  • A non-refundable accreditation fee of Php 10,000 must be paid before application filing.
  • Accreditation certificates are valid for one year and are renewable with renewal applications filed at least three months prior to expiration.
  • Certificates are non-transferable.

Reporting Obligations of Accredited Providers

  • Providers must notify the Board within 24 hours of any GPS device disconnection.
  • Quarterly reports on GPS device stock availability must be submitted.

Establishment of the Accreditation Committee

  • The Committee consists of the Executive Director (Chairman), Chief of Information Systems Management Division (Vice-Chairman), Chief of Technical Division, Information Technology Officer II, and Legal Officer.
  • The Committee is responsible for evaluating applications and recommending approval or disapproval to the Board.
  • Applications missing required documents without justifiable reasons will be disqualified immediately.

Effectivity and Superseding Provisions

  • The guidelines take effect immediately upon publication in a newspaper of general circulation.
  • All inconsistent issuances or provisions are amended or superseded by this Circular.
  • Copies are filed with the UP Law Center pursuant to applicable presidential memoranda.
