Eligible Beneficiaries for Donation
- Barangays, Municipal, and Provincial Governments.
- Other government agencies requiring wood materials or forest products for public service enhancement.
Required Supporting Documentation for Donation Requests
- Justification for infrastructure construction or establishment.
- Bill of materials and building plan approved by a Project Engineer, or a simple sketch plan signed by barangay officials for barangay projects.
- Certification from the Provincial Auditor confirming absence of funds for wood materials purchase, or certification from the Municipal Development Officer for barangay projects.
- Certification from the concerned regional DENR office confirming availability of the requested forest products.
Prioritization Criteria for Allocation
- Priority sequence:
- Needy disaster victims certified by DSWD.
- School building programs of DECS and projects by the Department of National Defense/AFP Engineering Brigade.
- Health centers.
- Public markets.
- Municipal buildings.
- Police stations.
- AFP camps.
- DPWH projects benefiting the majority, under MOA with DENR.
- Local Government Units within jurisdiction where forest products were confiscated.
- Commitments to provincial, regional, and national projects.
Procedures for Disposition of Confiscated Forest Products
- Requires approval from the Secretary of Environment and Natural Resources or authorized representative as per DENR Administrative Order No. 38 (1990) and Memorandum Circular No. 12 (1992).
- Custodian officials must release confiscated products only upon approval and provide supporting documents.
- Recipients must sign acknowledgment receipts and submit them to the relevant DENR office.
Post-Donation Compliance Requirements
- Donees must submit a project completion certification to the DENR office.
- Requirements include:
- Certification by the Project Engineer confirming completion.
- Documentation of species and volume of forest products used.
- Photographs of the completed infrastructure showing use of donated materials.
- Attestation by DENR official and Provincial Auditor.
Repealing and Effectivity Clauses
- All inconsistent Memorandum Orders, Circulars, and Regulations are repealed or amended accordingly.
- The guidelines are effective immediately upon approval on August 19, 1993.
