Adoption of Standard Cadet Training Agreement

  • A Standard Cadet Training Agreement, as established under POEA Governing Board Resolution No. 08, Series of 2013, may be adopted.
  • This agreement is intended solely for the engagement of cadets described in the guidelines.

Voluntary Nature of the Agreement

  • Use of the Standard Cadet Agreement is voluntary.
  • It must be used exclusively for the purpose of cadet engagement under these guidelines.

Permission for Adoption of POEA Standard Employment Contract

  • Principals, employers, or manning agencies may opt to use the POEA Standard Employment Contract for the engagement of cadets.
  • Such use applies only for the shipboard training as described.

Cadet Rights and Protections

  • Cadets must be given an opportunity to read and seek advice on the agreement before signing.
  • Necessary facilities and assistance should be provided to ensure cadets understand their rights and responsibilities.
  • This ensures that cadets freely enter into agreements with sufficient comprehension.

Execution and Processing of Agreements

  • Both parties (cadet and employer/agency) must each have a signed original copy of the agreement duly processed by POEA.
  • Manning agencies with approved In-House Processing Facilities may process agreements internally following established procedures.

Effectivity of the Circular

  • The Memorandum Circular becomes effective immediately upon issuance.

Administrative Authority

  • Issued and signed by the POEA Administrator, Hans Leo J. Cadac, ensuring the guidelines have official regulatory backing.
