POEA MEMORANDUM CIRCULAR NO. 03, S. 2014

: The purpose is to provide guidelines for the engagement of undergraduate maritime students/cadets on ships engaged in international voyages to complete their mandatory shipboard training.
: A Standard Cadet Training Agreement issued under POEA Governing Board Resolution No. 08, Series of 2013 is adopted.

: Principals, employers, and manning agencies may opt to adopt the POEA Standard Employment Contract for engaging cadets.
: Cadets must be given an opportunity to examine and seek advice on the agreement/contract and be ensured they fully understand their rights and responsibilities before signing.
: Each party shall have a signed original copy of the agreement/contract duly processed by the POEA.
: Yes, manning agencies with approved In-House Processing Facilities are allowed to process agreements/contracts pursuant to the established procedures.
: The Memorandum Circular took effect immediately upon its issuance on June 5, 2014.
: It ensures that the agreement/contract complies with legal and regulatory requirements, and protects the interests of the cadet and the employer.
