Submission and Adjudication of Moving and Non-Moving Violations
- Organic traffic enforcers and deputized agents must submit moving violation cases to corresponding district offices nearest the place of apprehension.
- District offices for submission are divided based on geographic location relative to Pasig River:
- South of Pasig: Pasay District or Manila South District Offices.
- North of Pasig: Manila West District Office.
- East of Pasig: Pasig District Office.
- Non-moving or administrative violations continue to be submitted to the LTO Central Office, Quezon City, for adjudication by the Traffic Adjudication Service (TAS).
- Contested moving violation cases initially filed at district offices must be forwarded within 24 hours to the TAS for final adjudication.
Organizational Responsibilities and Personnel Designations
- The Transportation District Officer (TDO) or designated Officer-in-Charge at district offices must:
- Designate a hearing officer and two clerks to handle adjudication.
- Assume responsibility for the final disposition of cases.
Financial Procedures: Collection of Fines
- Collection of fines from traffic violations shall be performed by the cashier at the respective district offices.
Personnel Orientation and Public Information Campaign
- TAS, in coordination with the Field Enforcement Division and LTO Law Enforcement Service Administrative Staff, shall conduct orientation sessions for all concerned personnel and deputies.
- An information campaign will be conducted to educate the public regarding the changes to adjudication procedures.
Administrative Support and Compliance
- All concerned offices and personnel are mandated to provide necessary administrative support, including forms and personnel augmentation.
- The guidelines are issued for strict compliance to ensure smooth implementation and efficient workflow.
