Effective August 3, 1992, the LTO mandates that uncontested moving traffic violations in Metro Manila be adjudicated at designated district offices to expedite the release of confiscated drivers' licenses, while non-moving violations continue to be processed at the LTO Central Office.

Questions (LTO MEMORANDUM)

The guidelines became effective on 3 August 1992.

All apprehension cases involving uncontested moving violations made within the Metro Manila area are submitted to the NCR district offices.

They should be submitted to either the Pasay District Office or the Manila South District Office.

They continue to be submitted to the LTO Central Office in East Avenue, Quezon City, for adjudication by the Traffic Adjudication Service (TAS).

They are forwarded within twenty-four (24) hours from receipt to the Traffic Adjudication Service (TAS) for final adjudication.

The Transportation District Officer (TDO) or the Officer-in-Charge of the district office is responsible for the designation.

The Transportation District Officer (TDO) is responsible for the final disposition of the cases.

The fines are collected by the district office cashier.

The orientation aims to ensure smooth turnover of responsibilities and efficient workflow for personnel and deputies involved.

Necessary administrative support including forms and personnel augmentation is required to fully implement the order.
