Nature and Coverage of Special Plates
- OMVSP are regular motor vehicle plates, issued in pairs, and permanently assigned to a specific vehicle for its lifetime.
- Issued only upon direct application by owners of brand new, private motor vehicles for initial registration.

Application Process for Special Plates
- Applications accepted at LTO Central Office or any regional/district office.
- Regional/district offices forward applications to the OMVSP Committee at LTO Central Office for processing.
- OMVSP Committee has the authority to approve or reject applications.
- Approved plates are delivered directly to applicants via special courier service to ensure secure and prompt delivery.
Application Requirements and Delivery Procedures
- Applicants must provide accurate forwarding address and contact details.
- If applicant cannot personally receive plates, authorized representative’s details must be indicated.
- Required documents for application:
- Duly accomplished application form
- Certified true copy of Official Receipt (OR) and Certificate of Registration (CR) from the TDO
- Plate Release Copy (for manual MVRR transactions)
- Certified true copy of official receipt for plate payment, acknowledged by cashier and district/regional authority
- Certification from the TDO confirming that no plates have been previously issued
- Two attempts will be made for courier delivery; subsequent delivery attempts are at applicant's expense.
- Unclaimed plates after delivery attempts must be picked up personally or by an authorized representative at LTO CO office.
Cost Structure for Special Plates
- Pricing schemes depend on character combinations:
- Triple alpha and non-triple alpha with two numeric characters (01-99): Php 25,000 (including handling charge)
- Triple alpha and non-triple alpha with numeric character 100: Php 15,000 (including handling charge)
- Special combinations (e.g., triple-alpha, triple-numeric, specified other combinations): Php 15,000 (including handling charge)
- Prices exclude registration fees and other charges payable to LTO for vehicle registration.

- Green embossed alpha-numeric characters

- Full-color graphic of the Center Rizal Monument
- Special font quality and style are adopted for the program.
