Policy and purpose of accreditation
- The circular recognizes that continuing training programs for government employees are conducted by institutions, both private and government, with sufficient resources and capabilities.
- Accreditation is established to tap institutional expertise for government employees’ training and development.
- Accreditation is meant to create critical linkages for people development between the government and the private sector, particularly non-government organizations, and to enhance the HRD function of government.
- Accreditation aims to provide directional criteria and support institutional efforts for employees’ training and development.
Objectives and benefits of accreditation
- Accreditation is aimed at giving due recognition to institutions and organizations dedicated to training and development.
- Accreditation provides a variety of accredited training programs for government employees to support the professionalization thrust of government.
- Accredited training programs are recognized as capable of supporting requirements for civil service advancement.
Coverage: who may be accredited
- Accreditation applies to any training institution or organization, government or private, offering regular training programs exclusively for or with the participation of government employees.
- Institutions whose training and development programs are accredited are recognized as Accredited Training Institutions.
- Training and development programs of Accredited Training Institutions are deemed automatically accredited.
- Accredited training and development programs may be used to satisfy the training requirements for qualifying in civil service positions.
Minimum criteria for accreditation
To be accredited, a training institution must meet all minimum standards under Item 3.
Experience in training
- The institution must have a track record in human resource development.
- The institution must show at least three (3) years of continuous experience in conducting training and development programs.
- The institution must show the conduct of at least five (5) training and development programs during the last year of operation prior to the request for accreditation.
Training unit or division
- The institution must have at least five (5) training or administrative staff on a full-time basis.
- The institution must have at least one (1) faculty member or full-time program coordinator, administrator or lecturer.
- The institution must have a pool of at least ten (10) resource speakers or lecturers.
Training facilities and materials
- The institution must be properly housed or have a permanent office address.
- The institution must have a permanent training/conference room or a listing of training venues available for its use.
- The institution must have at least three (3) pieces of audio-visual equipment.
- The institution must have a collection of at least thirty (30) pieces of books, handbooks, kits, and other training materials related to the programs being conducted.
Accreditation procedure and issuance
Institutions meeting the criteria under Item 3 may qualify for accreditation under the procedures under Item 4.
Application for accreditation
- The institution must submit to the CSC a written application for accreditation.
- The application must use the form prescribed as Annex A.
- The written application must be submitted together with the institution’s organization profile and other supporting documents.
Ocular inspection
- When necessary, the CSC conducts an ocular inspection to determine the suitability, completeness, and condition of training facilities and resources described in the request.
Certificate of accreditation
- A certificate of accreditation shall be issued to the training institution that satisfies the minimum standards.
Ongoing obligations and sanctions
- Accredited institutions must submit a biennial report of their programs and facilities.
- Failure to maintain the required standards is a basis for the revocation of accreditation.
