Coverage

  • Includes all members of local regulatory/quasi-judicial bodies in provinces, cities, municipalities, and similar bodies created by law or Presidential authority.
  • Specifically includes People's Law Enforcement Boards (PLEBs), Mining Regulatory Boards (MRBs).
  • Covers volunteer frontline workers in barangays such as Barangay Nutrition Scholars, Barangay Health Workers, and Day Care Workers.
  • Excludes regular employees; only volunteers rendering non-regular service are considered.

Compensation for Local Regulatory and Quasi-Judicial Boards

  • Members compensated via per diem not exceeding ₱1,000 per meeting/session, capped at ₱4,000 monthly.
  • Conditions for compensation:
    • Law creating the body must not bar compensation.
    • Must observe budget limitations under Section 325 of RA 7160 (Local Government Code).
    • If law provides a specific rate, that rate prevails.
  • Administrative support staff may receive honoraria up to ₱200 per session, capped at ₱800 monthly, subject to the same budget rules.

Compensation for Barangay Volunteer Frontline Workers

  • Honoraria based on Local Budget Circular No. 63 (October 22, 1996).
  • Limits:
    • Day Care Workers: Not to exceed minimum salary grade (SG) of the host city/municipality.
    • Barangay Health Aides/Workers (including Nutrition Scholars): Not to exceed minimum of SG-4 of the host city/municipality.
  • Conditions for honoraria grant:
    • Volunteer must be actively performing assigned barangay functions.
    • Volunteer must have completed necessary trainings recognized by competent authorities.
    • Honoraria charged to barangay funds but does not prevent higher LGUs from funding.
    • Honoraria must not exceed amounts received by Punong Barangay, Sangguniang Barangay Members, Barangay Secretary, and Treasurer; adjustments may be made to maintain pay hierarchy.
    • Subject to availability of funds and personal services budget limits per RA 7160.

Responsibility of Local Chief Executive and Punong Barangay

  • They are personally liable for any compensation payments made outside Circular provisions.
  • Officials/employees must refund excess compensation if any.

Repealing Clause

  • All inconsistent rules and regulations are modified to conform with this Circular.

Effectivity

  • Circular takes effect immediately upon issuance on January 10, 2001.
