Compensation can be granted provided the law creating the body does not bar members from receiving compensation, and subject to the budgetary limitations on personal services under Section 325 of RA 7160 and availability of funds.

They may receive honoraria not exceeding P200 per session and not to exceed P800 per month, subject to the same budgetary limitations as members.

Their honoraria shall not exceed the minimum of Salary Grade (SG)-6 of the salary schedule authorized for the city or municipality where the barangay is located.

Their honoraria shall not exceed the minimum of Salary Grade 4 (SG-4) of the salary schedule authorized for the city or municipality where the barangay is located.

They must be actively performing their assigned functions, have undergone necessary skills training recognized by the appropriate authority, honoraria must be charged from barangay funds (or LGU funds), honoraria must not exceed those received by certain barangay officials to maintain reasonable pay gaps, and be subject to availability of funds and budgetary limitations.

The Local Chief Executive and the Punong Barangay are held personally liable for payments not in accordance with the Circular's provisions, and they may be required to refund any excess payments.
