Conditions for Issuance of Artist Record Book (ARB) to Returning Performing Artists
- Returning Performing Artist must submit a written request jointly with a POEA-accredited Training Center that previously trained the artist.

- The existence of a current management contract between the Training Center and the artist.
- Accuracy of the artist’s name, age, and birthdate.
- Verified overseas work experience, including employment period, foreign promoter, venue, and deployment agency supported by official documents like POEA contracts and passport.
- Posting of the artist’s photo and personal details at designated government locations.
Special Program for Returning Performing Artists
- Mandatory participation in a Special Orientation Program.
- Must pass a special academic examination designed specifically for returning artists.
- Required to pass the regular skills testing alongside the academic examination.
Pre-Departure Showcase Preview
- All returning artists must undergo a pre-departure showcase preview as stipulated in Department Order No. 3-E Series of 1994.
Procedure for Issuance of ARB
- The procedure follows Section C of Department Order No. 3-C, Series of 1994, governing Artist Record Book issuance.
Grounds for Suspension or Cancellation of ARB
- Suspension or cancellation of the ARB for returning artists shall be governed by Section E of Department Order No. 3-C, Series of 1994.
