Guidelines for the issuance and use of the Artist Record Book (ARB) are established for Returning Performing Artists, requiring compliance with specific conditions, training, and documentation to ensure their credentials and overseas work experience are verified.

Covered person: returning performing artist

  • A Returning Performing Artist is an artist who holds an authentic Philippine passport bearing the true and genuine identity, birthdate, age, and category of the passport holder.
  • A Returning Performing Artist has previous work experience overseas for at least six (6) months.

Conditions before POEA issues an ARB

  • A Returning Performing Artist may be issued an ARB by POEA only upon full compliance with the conditions in this order.
  • The Returning Performing Artist and the POEA accredited Training Center that trained the artist prior and immediately before deployment must make a written request.
  • The Training Center and the Performing Artist must submit a Joint Sworn Statement to POEA.

Joint Sworn Statement requirements

  • The Joint Sworn Statement must indicate that the Training Center currently has a management contract with the Performing Artist.
  • The Joint Sworn Statement must state that the Training Center has full knowledge and guarantees that the name, age, and birthdate of the Performing Artist are true and correct.
  • The Joint Sworn Statement must guarantee that the Performing Artist had worked overseas based on the artist’s category as indicated in the passport.
  • The overseas work must be supported by details including the inclusive period(s) of service, name of foreign promoter, name and address of venue for each contract, and the name of licensed agency that deployed the artist.
  • The overseas services must be property supported by documents such as POEA approved employment contract and passport.

ARB-related posting and photo display

  • The Training Center must post the required artist information on designated places such as DOLE, POEA, and NMYC.
  • The posted material must include the picture of the Performing Artist in postcard size, showing the face without bangs and with hair pulled back to prominently display facial features.
  • The posted material must contain the full name, including the full middle name, the birthdate, age, and category of the Performing Artist.

Special program and testing requirements

  • A Returning Performing Artist must undergo a Special Orientation Program.
  • A Returning Performing Artist must pass a special academic examination designed for the returning program.
  • A Returning Performing Artist must pass the regular skills testing in addition to the special academic examination.

Pre-departure showcase preview requirement

  • Every Returning Performing Artist must undergo a pre-departure showcase preview.
  • The pre-departure showcase preview must follow Department Order No. 3-E, Series of 1994.

Issuance procedure and ARB suspension rules

  • The procedure for the issuance of the ARB to returning performing artists must adopt Section C of Department Order No. 3-C, Series of 1994 (on the guidelines for the issuance and use of the ARB).
  • The grounds and rule framework for suspending or cancelling a returning performing artist’s ARB must adopt Section E of Department Order No. 3-C, Series of 1994.

  • The order is adopted on August 25, 1994.
  • The Secretary signing the order is MA. NIEVES R. CONFESOR.
