A Returning Performing Artist is an artist who holds an authentic Philippine passport bearing the true and genuine identity, birthdate, age, and passport category of the holder, and who has previous overseas work experience for at least six (6) months.
A Joint Sworn Statement must be made and submitted to POEA by the Training Center and the Performing Artist.
It must state that the Training Center currently has a management contract with the Performing Artist.
The Training Center must guarantee that the name, age, and birthdate of the Performing Artist are true and correct.
It must guarantee that the Performing Artist worked overseas based on the artist’s category in the passport, including the inclusive period(s) of service, name of the foreign promoter, name and address of the venue for each contract, and the name of the licensed agency that deployed the artist.
The services should be properly supported by documents such as a POEA-approved employment contract and the passport.
The Training Center shall post in designated places like DOLE, POEA, and NMYC a postcard-sized picture of the Performing Artist: face without bangs and hair pulled back, prominently showing facial features, plus the full name (including full middle name), birthdate, age, and category.
The artist must undergo a Special Orientation Program, pass a special academic examination designed for the purpose, and also pass the regular skills testing.
Yes. Returning Performing Artists must undergo a pre-departure showcase preview in accordance with DOLE Department Order No. 3-E, Series of 1994.
Section C of DOLE Department Order No. 3-C, Series of 1994 (on the Guidelines for the Issuance and Use of the ARB) shall be adopted for the procedure in issuing the ARB to Returning Performing Artists.
Section E of DOLE Department Order No. 3-C, Series of 1994 (on grounds for suspension/cancellation of the ARB) shall be adopted for suspending or cancelling the ARB of Returning Performing Artists.
