Conditions for Issuance of Artist Record Book (ARB) to Returning Performing Artists
- The artist must submit a written request for the ARB issuance.
- The POEA accredited Training Center that trained the artist prior to deployment must also submit a written request.
- A Joint Sworn Statement from both the artist and the Training Center must be submitted, containing:
- Proof of a current management contract between the artist and the Training Center.
- Confirmation that the artist’s name, age, and birthdate are true and correct.
- Assurance of the artist's overseas work history supported by documents such as:
- POEA approved employment contracts.
- Passport entries indicating service periods, foreign promoter’s name, venue name and address, and name of licensed deploying agency.
- The Training Center must post the artist’s photo (postcard size, clear face with no bangs, hair pulled back) in designated government offices (DOLE, POEA, NMYC).
- The posted photo must include the artist's full name (with middle name), birthdate, age, and category.
Special Program Requirements for Returning Performing Artists
- Must undergo a Special Orientation Program tailored for returning artists.
- Must pass a special academic examination related to the artist’s deployment and skills.
- Must also pass the regular skills testing mandated for performing artists.
Pre-Departure Showcase Preview
- Returning Performing Artists are required to undergo a pre-departure showcase preview.
- This is conducted according to Department Order No. 3-E Series of 1994, ensuring readiness for deployment.
Procedure for Issuance of ARB
- The procedures outlined in Section C of Department Order No. 3-C, Series of 1994 are adopted for the issuance of ARB to Returning Performing Artists.
Grounds for Suspension or Cancellation of ARB
- Grounds for suspension or cancellation of the ARB for Returning Performing Artists follow the provisions in Section E of Department Order No. 3-C, Series of 1994.

- All concerned parties are directed to comply strictly with these guidelines as issued by the Secretary of Labor and Employment.
