A Returning Performing Artist is an artist who holds an authentic Philippine passport with true identity, birthdate, age, and category and has previous work experience overseas for at least six (6) months.

The conditions include a written request by the Returning Performing Artist and the POEA accredited Training Center, submission of a Joint Sworn Statement from both, which confirms management contract status, the accuracy of personal details, overseas work experience supported by documents, and posting of the artist's picture with relevant information in designated places.

The overseas work experience must be supported by documents such as POEA approved employment contracts and the artist's passport.

The posted picture must be postcard size, show the face without bangs with hair pulled back, and include the full name, full middle name, birthdate, age, and category of the artist.

They must undergo a Special Orientation program and pass a special academic examination as well as pass the regular skills testing.

Yes, all Returning Performing Artists are required to undergo a pre-departure showcase preview in accordance with Department Order No. 3-E Series of 1994.

Section C is adopted for the procedure in issuance of the ARB, and Section E is adopted for the suspension or cancellation of the ARB for Returning Performing Artists.
