  • Creation of Sub-Board for detailed evaluation of applications.
  • Individual evaluation of nominees with due diligence; group nominations disallowed.
  • Voting conducted with majority rule; Chairman breaks ties.
  • Communication of approved special promotions to NAPOLCOM for validation.
  • Post-validation administrative actions by DPRM including appointments, promotion orders, pay adjustment, seniority updates, and issuance of new ID cards.

Documentary Requirements

Composition of the PNP Special Promotion, Awards and Decorations Board (SPADB)

  • At National Headquarters: Includes Deputy Chief for Operations as Chairman and various Deputy Directors and senior officers as members.
  • At NSU, Regional Headquarters, and equivalent units: Chaired by DRDO with various regional chiefs and officers as members.

Prescriptive Period

  • Applications must be filed within one year from the heroic act occurrence.
  • Late submissions without justification shall be dismissed.

Rescission

  • Any inconsistent prior circulars or publications are revoked or modified accordingly.

Effectivity

  • Circular effective 15 days after filing with UP Law Center in accordance with Revised Administrative Code.
  • Adopted May 13, 2005, under authority of then Chief, PNP Arturo C. Lomibao.
