- Self-Sacrifice: Altruistic acts prioritizing others' benefit.
- Above and Beyond the Call of Duty: Voluntary acts surpassing basic duties involving saving life/property.
- Conspicuous: Clear, visible, and distinct acts.
- More than Ordinary Hazardous Service & Extraordinary Risk of Life: Acts involving extreme danger, usually against armed enemies.
- Heroic Act: Acts of conspicuous gallantry risking one's life beyond duty requirements.
Basis for Special Promotion
- Statutory basis: Section 38(b) of RA 6975 as amended by Section 33 of RA 8551.
- Promotions granted to those exhibiting conspicuous courage and gallantry risking life above and beyond duty.
- Validation required by NAPOLCOM based on established criteria including:
- Acts of personal bravery/distinct hazardous service.
- Heroic acts against armed enemies involving extraordinary life risk.
Governing Principles
- Timeliness: Recommendations must be promptly submitted and acted on.
- Prevention of double promotion for the same act.
- Temporary appointments receive temporary promotions until qualifications are met.
- No promotion for those with temporary appointments or administrative acts.
- Experience/training requirements waived for special promotions.
- Special cases involving prior regular promotions adjusted with awards and seniority increments.
- Procedures for motion for reconsideration and final appeal within strict timelines.
Procedures for Processing Recommendations
- Initial reports submitted within 15 days of heroic act by unit chiefs to higher offices.
- Progressive review and recommendation by provincial, regional, and NSU authorities within specified timelines.
- Regional SPADB evaluates and determines level of award or special promotion, requiring formal resolutions.
- Creation of Sub-Board for detailed evaluation of applications.
- Individual evaluation of nominees with due diligence; group nominations disallowed.
- Voting conducted with majority rule; Chairman breaks ties.
- Communication of approved special promotions to NAPOLCOM for validation.
- Post-validation administrative actions by DPRM including appointments, promotion orders, pay adjustment, seniority updates, and issuance of new ID cards.
Documentary Requirements
- After Operation/Incident Report.
- Case or Operation Plan.
- Deliberation report and Resolution from Regional/NSU boards.
- Recommendation from Regional/NSU Directors.
- Affidavits of nominee's participation and at least two eyewitnesses.
- Updated Personal Data Sheet and latest appointment attestation.
Composition of the PNP Special Promotion, Awards and Decorations Board (SPADB)
- At National Headquarters: Includes Deputy Chief for Operations as Chairman and various Deputy Directors and senior officers as members.
- At NSU, Regional Headquarters, and equivalent units: Chaired by DRDO with various regional chiefs and officers as members.
Prescriptive Period
- Applications must be filed within one year from the heroic act occurrence.
- Late submissions without justification shall be dismissed.
Rescission
- Any inconsistent prior circulars or publications are revoked or modified accordingly.
Effectivity
- Circular effective 15 days after filing with UP Law Center in accordance with Revised Administrative Code.
- Adopted May 13, 2005, under authority of then Chief, PNP Arturo C. Lomibao.
