Section 33 of RA 8551 (amending RA 6975) provides that a uniformed member of the PNP who has exhibited acts of conspicuous courage and gallantry, at the risk of his/her life above and beyond the call of duty, shall be promoted to the next higher rank, provided the acts are validated by the Commission based on established criteria.

The SPADB individually evaluates nominees against RA 8551 criteria; group/mass nominations for the same accomplishment are not allowed. Members vote using provided forms; a simple majority suffices; if tied, the Chairman breaks the tie. Results are announced and voting forms become part of records.
A nominee may file a motion for reconsideration with the SPADB within fifteen (15) days upon receipt of the Notice of Decision. The subsequent SPADB decision may be appealed to the Chief, PNP within fifteen (15) days, and the decision is final and executory.
The Circular sets 15-day periods in multiple stages: initial submission by local commanders after the heroic act; Provincial/NSU processing and submission within 15 days; Regional SPADB/NSU SPADB completion of the process within 15 days; and it also calls for expeditious action by intermediate offices and final approving authority.
It takes effect 15 days from filing of a copy at the UP Law Center, in consonance with Sections 3 and 4 of Chapter 2, Book VII of Executive Order 292 (Revised Administrative Code of 1987).
