Transport Discounts: Senior citizens are entitled to a 20% discount on fares for various public transportation modes including:
- Public railways (LRT, MRT, PNR)
- Buses (PUB), jeepneys (PUJ), taxis, and shuttle services (AUV).
Enforcement and Compliance: Various transport authorities (DOTC, LRTA, PNR, TRB, LTFRB) are tasked with issuing directives to ensure compliance among public transport operators.

Eligibility for Discounts:
- Senior citizens must present valid identification, which includes:
  - An Identification Card issued by the City or Municipal Mayor/Office of Senior Citizens Affairs (OSCA) or barangay captain.
  - A valid passport.
  - Other documents establishing their status as a Filipino citizen aged 60 years or older.
Discount Application:
- Taxi Services: A full 20% discount applies to the total fare, regardless of the number of companions.
- Other Transport Modes: The 20% discount is based solely on the fare amount corresponding to the senior citizen.

Penalties for Operators:
- First Offense: ₱2,500.00
- Second Offense: ₱3,500.00
- Third Offense: ₱5,000.00 and/or cancellation of franchise at the Board's discretion.

Amendments: All inconsistent issuances are modified, amended, or superseded by this circular.
Effective Date: The circular takes effect 15 days after publication in a newspaper of general circulation.
