Creation and Purpose of CAFGU and CAA Units
- Executive Order No. 264 (1987) established the Citizen Armed Forces Geographical Unit (CAFGU).
- CAFGU mobilizes its Active Auxiliary (CAA) units to complement and support the regular AFP forces.
- CAA units assist in countering internal and external security threats.
Functions of CAA Units
- Provide essential military intelligence to AFP.
- Participate in traditional and non-traditional military operations.
- Secure communities affected by conflicts.
- Act as first responders during natural disasters.
Rationale for Financial Support
- Financial support recognizes the crucial assistance rendered by CAA members to the AFP against security threats.
- Acknowledges their role in maintaining local peace, order, and addressing local insurgencies.
- Considers the risks and sacrifices borne by the members and their families.
Grant of Financial Support (Section 1)
- Each qualified CAA member receives Seven Thousand Pesos (P7,000.00) per month.
- Coverage applies to the months of November and December 2018.
Eligibility and Coverage (Section 2)
- Only appointed CAA members listed in the AFP’s maintained roster qualify.
- Members undergoing training but previously appointed are entitled to prorated support upon satisfactory completion of the training.
Source of Funding (Section 3)
- The financial support for November and December 2018 shall be charged to the FY 2018 Contingent Fund.
Role of the Department of Budget and Management (Section 4)
- Directed to study and propose measures for continuing financial support on a monthly basis.
- To identify funding sources for this financial support in compliance with budgeting, accounting, and auditing laws.
Legal Provisions - Separability and Repealing Clauses (Sections 5 and 6)
- Any invalid or unconstitutional provision does not affect the enforceability of the rest of the Order.
- All inconsistent orders, rules, and regulations are repealed or modified accordingly.
Effectivity (Section 7)
- The Order takes effect immediately upon publication in the Official Gazette or a newspaper of general circulation.
