Executive Order No. 69 cites Section 18, Article VII of the 1987 Constitution, which provides that the President is the Commander-in-Chief of all armed forces of the Philippines.
Section 4, Article II of the 1987 Constitution allows the Government to call upon the people to defend the State and require citizens to render personal military service under conditions provided by law; EO 69 ties its authority to this principle.
Executive Order No. 264 (s. 1987) created the Citizen Armed Forces Geographical Unit (CAFGU), which mobilizes CAFGU Active Auxiliary units to complement and support the regular forces of the AFP in dealing with internal and external security threats.
EO 69 describes CAA functions such as providing vital military intelligence, joining traditional and non-traditional military operations, securing conflict-affected communities, and acting as first responders during natural disasters.
EO 69 grants Php 7,000.00 per month to each qualified CAA member, covering the months of November and December 2018.
Only duly-appointed CAA members appearing in the roster maintained by the AFP are entitled to the financial support, subject to the training condition in Section 2.
EO 69 provides that such members are entitled to a prorated portion of the financial support upon the satisfactory completion of the prescribed training.
The funding requirements are sourced from the FY 2018 Contingent Fund.
DBM is directed to study and propose measures for granting monthly financial support to qualified CAA members and identify funding sources for such support, subject to budgeting, accounting, and auditing laws, rules, and regulations.
While EO 69 specifically grants support for November and December 2018, it also directs DBM to study and propose measures for monthly grants in succeeding years, implying continuation subject to future budgeting measures.
If any provision is declared invalid or unconstitutional, the remaining provisions not affected remain in full force and effect.
It states that all orders, rules, and regulations inconsistent with EO 69 are repealed or modified accordingly.
It takes effect immediately upon completion of its publication in the Official Gazette or in a newspaper of general circulation.
