Scope and Eligibility of Amnesty (Section 1)
- Amnesty granted to former CTG rebels for crimes committed in pursuit of political beliefs.
- Covered crimes include rebellion, insurrection, conspiracy, sedition, illegal assembly and association, assault, resistance, tumults, unlawful publications, and possession of firearms connected with political crimes.
- Exclusions: Proscribed persons, those charged under Human Security Act or Anti-Terrorism Act, and crimes such as kidnapping for ransom, massacre, rape, terrorism, crimes against chastity, drug offenses, grave violations of international law, genocide, war crimes, torture, enforced disappearances, and other gross human rights violations.
- Definition of "crimes committed in pursuit of political belief" includes acts aimed at overthrowing or replacing government authority.
Application Process and Requirements (Section 2)
- Former CTG rebels who committed relevant political offenses before proclamation date may apply.
- Former rebels defined as those who surrendered and renounced rebellion.
- Persons previously granted amnesty cannot reapply; however, new applicants whose previous applications were untimely may apply.
- Applicants must admit guilt under oath and surrender any firearms or explosives without liability.
- Application does not guarantee amnesty; the Amnesty Commission reviews and recommends approval to the President.
Amnesty Commission (Section 3)
- A dedicated commission will be formed to receive, process, and evaluate amnesty applications.

Legal Effects of Amnesty (Section 4)
- Extinguishes criminal liability for offenses committed in pursuit of political beliefs.
