Classification for PERA Eligibility
- Substitute teachers are classified as casual employees for the purpose of granting the Personnel Economic Relief Allowance (PERA).
- Eligibility for PERA requires twelve (12) months of continuous or uninterrupted service.
- This twelve-month service requirement applies similarly to substitute teachers in plantilla items who remain temporary replacements.
Transition from Substitute to Regular Teacher Status
- Substitute teachers who receive regular appointments to plantilla positions cease to be considered substitutes.
- Such regular teachers become automatically entitled to PERA, as provided under Budget Circular No. 4-A.
Payment Compliance and Rectification
- Payments of PERA made outside the guidelines of this Circular Letter must be rectified by the heads of offices or schools.
- Any excess payments must be refunded immediately.
