Policy, purpose, and intent
- The Order recognizes the dedication of government officials and employees to public service.
- The Order continues the government policy of granting a year-end reward and incentive to national government employees in the form of Christmas bonus and a cash gift of PHP 1,000 per employee.
- The Order aims to boost morale and efficiency by providing benefits extended in the prior year.
- The Order states that the necessary appropriation is authorized under Executive Order No. 87 and the General Appropriations Act for 1987.
Coverage: who must receive
- Section 1 grants coverage to all officials and employees of the National Government, regardless of employment status (regular, temporary, casual or contractual).
- Coverage applies when the employee, as of October 31, 1987, has rendered at least four months of service.
- Section 2 grants a cash gift to the same officials and employees covered under Section 1.
- Section 3 allows local government units to provide the same benefits to their officials and employees under the same conditions, subject to availability of local funds.
- Section 4 allows government-owned and/or controlled corporations to extend the same benefits, chargeable against their corporate funds, subject to specific rules depending on subsidy status.
Payment rules: year-end bonus and cash gift
- Section 1 provides a year-end bonus equivalent to one month basic salary for covered National Government officials and employees.
- Section 2 provides an additional Cash Gift of PHP 1,000 for covered National Government officials and employees.
- The entitlement is tied to meeting the as of October 31, 1987 service requirement of at least four months of service.
Priority and “already receiving” limits
- Section 5 provides that officials and employees already receiving Christmas or year-end bonus (or their equivalent) shall receive only the additional amount necessary to bring their total Christmas/year-end (or equivalent) bonuses up to the amounts under Sections 1 and 2.
- Section 6 provides that officials and employees already receiving Christmas or year-end bonus (or their equivalent) equal to or more than the amounts under Sections 1 and 2 are no longer entitled to the amounts under the Order.
Extending benefits beyond the national government
- Section 3 allows local government units to provide the same benefits to their officials and employees under the same conditions as the national coverage.
- Section 3 limits local implementation to cases where local funds are available.
- Section 4 permits government-owned and/or controlled corporations to extend the benefits chargeable against corporate funds.
- Section 4 provides that government-owned and/or controlled corporations not receiving subsidy from the National Government may grant year-end benefits consistent with those given for the year ended December, 1986, and as approved by the President after review and recommendation by the Department of Budget and Management.
Funding and charges for national employees
- Section 7 charges the funds needed to implement the year-end bonus and cash gift for national government employees to the Government Employees Amelioration Fund authorized under Executive Order No. 87 and the General Appropriations Act for CY 1987.
- Section 7 directs that any deficiency shall be charged against the personal services savings of the National Government.
Implementation and controlling circular
- Section 8 requires the Department of Budget and Management to issue an implementing circular to carry out Executive Order No. 310.
