The main purpose of Executive Order No. 310 is to grant a year-end bonus and cash gift to national government officials and employees as a reward and incentive for their dedication to public service.

All officials and employees of the National Government, regardless of employment status (regular, temporary, casual, or contractual) who have rendered at least four months of service as of October 31, 1987, are covered under the year-end bonus provision.

The year-end bonus granted is equivalent to one month basic salary of the government employee.

An additional cash gift of P1,000 is granted to all officials and employees covered under the year-end bonus provision.

Yes, local government units may provide the same benefits under the same conditions as provided in the Order, subject to the availability of local funds.

Government-owned and/or controlled corporations may extend the same benefits to their officials and employees chargeable against their corporate funds. Those not receiving subsidy from the National Government may grant year-end benefits consistent with those given for the year ended December 1986, with approval from the President after review and recommendation by the Department of Budget and Management.

Officials and employees already receiving Christmas or year-end bonus or their equivalent shall receive only the amount necessary to bring their bonuses equal to the amounts provided under Sections 1 and 2. If they are already receiving bonuses equal to or more than the amounts provided, they are no longer entitled to the additional amounts under the Order.

Funds needed will be charged against the Government Employees Amelioration Fund authorized under Executive Order No. 87, General Appropriations Act for 1987. Any deficiency will be charged against the personal services savings of the National Government.

The Department of Budget and Management is responsible for issuing the implementing circular to carry out this Executive Order.

The Order took effect immediately upon its signing on November 12, 1987.
