Offering of Master in Public Safety Administration (MPSA) Program

  • The program is authorized by the PPSC Board of Trustees and implemented per DILG Training Directive No. 001, series of 1994.
  • The Commission on Higher Education (CHED) fully concurs and acknowledges the program.

Pre-Qualification Requirements and Program Equivalence

  • The admission requirements and Program of Instruction (POI) for the MPSA meet the standards required for appointment to the Career Executive Service.
  • The MPSA graduates satisfy the training and pre-qualification akin to those granted to graduates of the Master in National Security Administration of the National Defense College of the Philippines as per Executive Orders No. 696 (1981) and 771 (1982).

Grant of Career Executive Service Officer (CESO) Rank

  • Graduates of the MPSA who are government service members shall be granted the rank of Career Executive Service Officer (CESO) VI.
  • This rank corresponds to salary grade 25 and includes related privileges in the Career Executive Service.

Preference in Promotion and Assignment

  • MPSA graduates shall receive preferential consideration for promotion to vacant positions.
  • They shall also be preferred for assignments involving higher responsibilities, particularly in policy administration within Public Safety Services.

Repealing Clause

  • All existing executive orders, administrative orders, proclamations, rules, and regulations that conflict with this Executive Order are repealed or modified accordingly.

Effectivity Clause

  • This Executive Order takes effect immediately upon issuance.
