Integration of Emergency Cost of Living Allowance (ECOLA)
- ECOLA, previously received by national government employees, shall now be integrated into their basic wage or salary.
Minimum Wage and Salary Standards
- All national government employees, including those in government-owned and controlled corporations, shall receive a minimum daily wage of P13.00.
- Equivalent minimum wages are set at P390 per month and P4,860 per year.
- These wage standards are consistent with those established under P.D. No. 1614.
Basis for Wage Increase
- Adjustments are to be based on the employee's actual wage or salary.
- Included are increases due to salary range upgrades and percentage adjustments under previous Letters of Implementation Nos. 82, 35, 86, and 88.
- Integrated ECOLA is included in the wage base.
- Allowances such as subsistence, clothing, laundry, and similar are excluded from the wage base for increase calculations.
Wage Adjustments for Local Government Units (LGUs)
- LGUs may also implement similar wage increases or upgrades.
- Implementation in LGUs depends on the availability of local funds.
- Authorization from the Joint Commission on Local Government Personnel Administration is required.
Implementation and Effectivity
- The Minister of the Budget is tasked with issuing rules and procedures for the proper implementation of the wage guidelines.
- The wage adjustments are effective retroactively from May 1, 1979.
Legal Authority
- This wage order is issued by the President of the Philippines and formalized through the Letter of Implementation No. 91, signed by the Presidential Assistant on behalf of the President.
