The main purpose is to govern and set the minimum wage for government employees, ensuring they receive a daily wage of not less than P13.00 or its equivalent monthly or annual salary to adjust for increased cost of living.
All employees in the national government, including employees of government-owned and controlled corporations are covered. Local government unit employees may also implement similar increases subject to funds and authorization.
The minimum wage is set at not less than P13.00 per day.
The monthly salary prescribed is P390 and the annual salary is P4860.
The wage increase should be based on the actual wage or salary including any increases from salary range upgrades, percentage adjustments per previous Letters of Implementation, and the integrated Emergency Cost of Living Allowance (ECOLA), excluding subsistence, clothing, laundry, and similar allowances.
The ECOLA, previously received by government employees, is integrated into their existing basic wage or salary as part of the minimum wage.
Local government employees may receive similar wage increases subject to availability of local funds and authorization by the Joint Commission on Local Government Personnel Administration.
The Minister of the Budget is responsible for issuing the rules and procedures for proper implementation.
It took effect on May 1, 1979.
