EO No. 11 Streamlining Office of the President

Section 17, Article VII of the Constitution vests the President with control over all executive departments, bureaus, and offices and requires ensuring the faithful execution of laws.
Section 31, Chapter 10, Title III, Book III of Executive Order (EO) No. 292 authorizes the President to reorganize the administrative structure of the Office of the President, including the Office of the President Proper, immediate offices, presidential special assistants/advisers system, and common staff support system.
The reorganization authority under EO No. 292 includes abolishing, consolidating or merging units, or transferring functions from one unit to another.
The order builds on EO No. 1 (s. 2022) which reorganized the Office of the President, including immediate offices and agencies under or attached to it, and the common staff support system.

EO No. 11 is issued to achieve further streamlining of the administrative structure of the Office of the President.
The reorganization supports efficiency and responsiveness in the delivery of the Office of the President’s critical mandates to the Filipino people.

Section 1 provides that the Office of the President consists of offices that are under the direct control and supervision of the President and directly report to the President.
The Executive Office is placed under the direct control and supervision of the President and is headed by the Executive Secretary.
The Executive Office consists of:
- Office of the Executive Secretary;
- Office of the Senior Deputy Executive Secretary;
- Office of the Deputy Executive Secretary for General Administration;
- Office of the Deputy Executive Secretary for Legal Affairs;
- Office of the Deputy Executive Secretary for Finance and Administration; and
- Internal Audit Office;
- including the respective offices attached to them.
The Executive Secretary exercises control and supervision of all offices under or attached to the Executive Office.

Section 1 establishes an Office of the Chief Presidential Legal Counsel which provides legal advice and assistance to the President and performs duties and functions assigned by the President.
Section 1 establishes a Private Office, including the Protocol Office and Social Secretary’s Office, to provide direct services to the President for functions and matters personal to the First Family.
Section 1 establishes an Office of the Special Assistant to the President with control and supervision over Presidential Assistants and the Presidential Legislative Liaison Office.
Section 1 provides that the Office of the Press Secretary is renamed as the Presidential Communications Office.

Section 1 assigns the Presidential Communications Office responsibility for crafting, formulating, developing, enhancing, and coordinating the messaging system of the Executive branch and the Office of the President.
Section 1 states that the organizational chart of the Office of the President is attached as ANNEX A and forms an integral part of EO No. 11.

Section 2 provides that the Presidential Management Staff (PMS) is under the control and supervision of the Office of the Executive Secretary.
The PMS provides staff assistance to various offices under the Office of the President.
Section 2 assigns the PMS the functions of the Cabinet Secretariat, including assisting the President in establishing agenda topics for Cabinet deliberation and facilitating discussions of Cabinet meetings.
Section 2 provides that the Cabinet Clusters System is under the PMS.
Section 2 grants the PMS administrative supervision over the Correspondence Office.

Section 3 provides that the Executive Secretary continues to exercise administrative supervision over all offices and agencies:
- attached to or under the Office of the President, and
- under other Executive Offices.
The covered offices and agencies are those placed under the chairmanship of the President, those under the President’s control and supervision, those attached for policy and program coordination, and those not placed by law or order under any specific department.
Section 3 limits the Executive Secretary’s supervision to general oversight of operations to ensure offices and agencies are managed effectively, efficiently, and economically.
Section 3 prohibits interference with day-to-day activities and ties the limitation to Section 27(5), Chapter 9, Title III, Book III, in relation to Section 38(2), Chapter 7, Book IV, of EO No. 292.

Section 4 requires that all offices and agencies under the Office of the President continue to operate and function under their existing mandates.
Existing mandates are prescribed under relevant laws or issuances.

Section 5 provides separability: if any part or provision is held unconstitutional or invalid, the remaining parts and provisions continue in full force and effect.

Section 6 provides that EO No. 11 amends or modifies relevant provisions of EO No. 1 (s. 2022).
Section 6 repeals, amends, or modifies all other issuances, orders, rules, and regulations, or parts thereof, that are inconsistent with EO No. 11.
Section 7 reiterates immediate effect upon issuance.
