Specific Functions of Senior Deputy Executive Secretary
- Advise and assist on policy formulation and implementation relevant to general government administration.
- Oversee operations of offices attached to the Office of the President to ensure effectiveness.
- Provide legal advice concerning decisions requiring Presidential Action and legislative matters.
- Advise on policies related to the management of the Office of the President.
- Exercise administrative supervision over units within the Office of the President Proper.
- Provide overall coordination assistance in the Office of the President.
- Authorized to act and sign on behalf of the President on specific administrative investigations, appeals, communications to Congress, legislative matters, personnel and finance issues, foreign travel of senior officials, and retirement papers for military and police personnel.
- Supervise Assistant Executive Secretaries and recommend delegation with guidelines and limitations for signing authority.
Specific Functions of Deputy Executive Secretary
- Advise on matters involving release of contingency, calamity, and President's Social Funds.
- Assist in evaluating plans, programs, rules, and regulations dealing with corporate and budgetary concerns.
- Provide advice on requests for approval of special budgets.
- Provide staff support to the President on economic issues.
- Authorized to act on budgetary and corporate documents and directives for fund releases, subject to prior Presidential approval.
Effective Date
- The Memorandum Order became effective immediately upon adoption on 13 July 1993.
