The Deputy Executive Secretaries directly assist the Executive Secretary in his functions under the Administrative Code of 1987, perform the duties of the Executive Secretary upon designation during absence or incapacity, and perform other functions assigned by the Executive Secretary or by law.

The Senior Deputy Executive Secretary and the Deputy Executive Secretary can perform the duties of the Executive Secretary upon express designation and delegation during his absence or when the Executive Secretary is unable to perform his duties.

The Senior Deputy Executive Secretary provides advice and assistance to the Executive Secretary in the formulation and implementation of policies, plans, programs, projects, rules, and regulations related to general government administration and management of the Office of the President.

The Senior Deputy Executive Secretary exercises administrative supervision on behalf of the Executive Secretary over various units within the Office of the President Proper and ensures overall coordination in the Office of the President.

The Senior Deputy Executive Secretary can act on decisions regarding administrative investigations of employees below bureau director rank, appealed cases affirming orders of agencies, transmittal of certifications to Congress, preparation or review of proposed legislations, administrative/personnel/finance matters in the Executive Office, foreign travel of certain officials, and retirement papers of military and police personnel.

The Senior Deputy Executive Secretary supervises the Assistant Executive Secretaries and may recommend delegation of authority to them with guidelines and limitations for expeditious decision-making.

The Deputy Executive Secretary advises and assists the Executive Secretary on the release of contingency, calamity, or President's Social Funds, evaluates plans and programs concerning corporate and budgetary matters, advises on special budget requests, and provides staff support to the President on economic matters.

The Deputy Executive Secretary is authorized to act on budgetary and corporate matters processed by the Office for Budget and Corporate Affairs, and directives for the release of contingency and calamity funds, but only with the prior approval of the President.

The authority of the Executive Secretary and Deputy Executive Secretaries is based on Section 27, Sub-Chapter B, Chapter 9, Book III of the Administrative Code of 1987, as well as Memorandum Order No. 143 dated 7 July 1993 and other laws or directives.

The provisions took effect immediately upon adoption on 13 July 1993, by authority of the President.
