Roles of the DSWD
- Act as the lead agency for formulating national social welfare and development policies, plans, programs, and statistics.
- Monitor and evaluate the implementation of family welfare and poverty alleviation initiatives.
- Administer special social services and funds targeting disadvantaged individuals and communities.
- Innovate social service strategies through designated laboratories and learning centers.
- Provide technical assistance to LGUs, NGOs, NGAs, POs, and civil society entities.
- Advocate for social welfare concerns, including vulnerable populations such as children, women, senior citizens, and persons with disabilities.
Powers and Functions of the DSWD
- Formulate and promote policies and programs in social welfare and development.
- Conduct research and adopt policies for effective implementation of social welfare initiatives.
- Develop bilateral and multilateral linkages for technical cooperation in coordination with the Department of Foreign Affairs.
- Deputize law enforcement for protecting the rights of exploited and disadvantaged individuals.
- Regulate charitable fund drives and public solicitations.
- Set standards, accredit, and monitor institutions and persons engaged in social welfare activities.
- Exercise technical supervision over social workers in various government agencies.
- Operate support facilities, projects, and social laboratories benefiting constituents.
- Encourage and strengthen peoples organizations to promote grassroots self-direction.
- Develop and implement training standards and programs for social welfare personnel and students.
- Advocate and disseminate information on social development issues.
- Provide augmentation funding and resources to social welfare partners.
- Perform additional functions as provided by law.
Preparation of the Rationalization and Streamlining Plan (RSP)
- The DSWD must prepare a comprehensive RSP to align with its new operational direction.
- The RSP includes:
- Policy shifts in directions, functions, and programs.
- Structural and organizational changes by unit.
- Staffing adjustments including filled and unfilled positions.
- Resource allocation changes, budget impact, and potential savings.
- The RSP must be submitted to the Department of Budget and Management for approval prior to implementation.
Redeployment of Personnel
- Redeployment based on the RSP must not result in lowered rank or compensation.
- All movements must adhere to Civil Service laws and rules to protect affected personnel.
Funding for Rationalization Efforts
- Financial resources shall come from existing DSWD funds.
- Implementation costs for revised staffing must not exceed available personnel service funds.
Implementing Authority
- The DSWD Secretary is authorized to implement the approved RSP.
- The Secretary will determine necessary social laboratories, learning centers, and other facilities.
- All decisions must prioritize economy, efficiency, and effectiveness.
Effectivity
- This Executive Order is effective immediately upon issuance.
