The DSWD is mandated to provide assistance to local government units (LGUs), non-government organizations (NGOs), other national government agencies, people's organizations, and other civil society members in implementing programs and services aiming to alleviate poverty and empower disadvantaged individuals, families, and communities for an improved quality of life.
The DSWD has shifted from a direct service deliverer to a technical assistance provider, focusing on being a national policy and regulatory institution for social welfare and development.
The DSWD serves as the: (a) lead line agency in formulating social welfare policies, (b) monitor and evaluator of social welfare programs, (c) administrator of social service funds, (d) innovator of new social service strategies, (e) enabler of LGUs and civil society through technical assistance, and (f) advocate for social welfare concerns including disadvantaged groups.
The DSWD is empowered to formulate policies, conduct research, build international cooperation, deputize law enforcement, regulate fund drives, set standards for social welfare entities, oversee social workers, maintain support facilities, strengthen people's organizations, develop training programs, advocate social development issues, provide funding augmentation, and perform other functions provided by law.
The RSP must include: (a) shifts in policy directions, programs, and strategies; (b) structural/organizational shifts including functions per unit; (c) staffing shifts, detailing positions; and (d) resource allocation shifts indicating budget effects and savings.
The Department of Budget and Management must approve the RSP before its implementation by the DSWD Secretary.
Redeployment shall not result in a diminution in rank or compensation, and must comply with all pertinent Civil Service laws and rules.
Funding shall come from funds available within the DSWD, with the total requirements for the revised staffing pattern not exceeding available funds for Personnel Services.
The DSWD Secretary is authorized to implement the RSP and determine necessary social laboratories, learning centers, and other welfare facilities consistent with principles of economy, efficiency, and effectiveness.
This Executive Order took effect immediately upon its adoption on August 20, 1998.
