A reminder memorandum is issued to all government offices in the Philippines to prepare their own FOI Manual within 120 days of the issuance of Executive Order No. 2, with the PCOO providing a model manual and conducting workshops to ensure compliance and promote transparency, accountability, and good governance in the public sector.

Policy intent for online appointment use

  • The LTO launches the LTO Online Appointment System to support public service.
  • The system is designed to enable the transacting public to schedule an appointment to a particular District Office/Licensing Center.
  • The appointment system provides orderly implementation through specific guidelines governing access, slots, and processing.
  • The system operates through a web-based application for limited, designated renewal transactions.

Coverage: transactions and permitted use

  • The LTO Online Appointment System is used to secure appointments for the following transactions only:
    • Motor Vehicle Plain Renewal Registration; and
    • Drivers License Plain Renewal.
  • Appointments must be for the particular District Office/Licensing Center selected through the system.
  • The system allocates slots on a first come, first served basis.
  • District Offices/Licensing Centers implement a Special Lane for clients with reserved slots from the system.

Access, slots, and user requirements

  • The system can be accessed through LTO.net.ph.
  • Limited slots are available per site, initially set at 5 slots per hour between 8AM–4PM.
  • There is no guarantee that a slot will always be available for a user’s preferred appointment time.
  • Users must print their Appointment Slips to be presented to LTO during the transaction.
  • Users accept responsibility for ensuring the completeness and accuracy of the information they provide to the system.
  • Users consent to the collection and use of personal information for LTO checking and validation purposes.

LTO site assignment and Special Lane rules

  • The LTO Regional Office shall assign District Offices/Licensing Centers capable of handling transactions scheduled through the Online Appointment System.
  • Identified LTO sites shall designate a Special Lane for exclusive use of clients with reserved slots from the Online Appointment System.
  • The Special Lane is for clients including PWDs, Senior Citizens, and pregnant women who have reserved slots.
  • Only the specific Motor Vehicle (MV) or Driver’s License (DL) applied with appointment shall be accommodated by the District Office/Licensing Center.
  • Processing of another MV/DL transaction in addition to the confirmed appointment shall not be entertained; the client must be advised to use the regular lane for additional MV/DL transactions.

Time-slot compliance and force majeure handling

  • A transaction is accommodated only within the assigned time slot on a first come, first served basis.
  • An applicant who comes late for the appointment schedule shall not be accommodated at the Special Lane and shall be advised to process the transaction in the regular lane.
  • If there is work suspension due to force majeure and/or special holidays, all appointments scheduled for the day are accepted on the next working day.

Appointment processing workflow

  • Upon arrival of a client with an online appointment, the Customer Service Representative (CSR) shall require presentation of the Appointment Slip and other requirements for the MV/DL Renewal transaction.
  • The CSR shall attach/stamp the Appointment Slip with a Special Queuing Number.
  • The CSR shall direct the client to proceed to the designated Special Lane.
  • The Evaluator assigned in the Special Lane shall:
    • validate the appointment online using the Viewing Facility; and
    • immediately process the transaction based on the Special Queuing Number in accordance with established office regulations.

Viewing Facility: authorized access and status updates

  • The system includes a Viewing Facility where authorized LTO users can:
    • retrieve and print the list of appointments for a specific date;
    • view appointment details; and
    • update the status of each appointment record.
  • The District Office/Licensing Center (DO/LC) shall designate an LTO employee (preferably the Evaluator assigned at the Special Lane) authorized to access the Online Appointment System Viewing Facility.
  • Only authorized personnel shall log into the Viewing Facility using their assigned user name and password.
  • The DO/LC can view or print the list of appointments for the day from the Viewing Facility to facilitate processing.
  • After processing a transaction, the status of the transaction shall be updated to “Completed.”
  • For records not transacted, the status of all records shall be updated and tagged as “No Show.”
