A reminder memorandum is issued to all government offices in the Philippines to prepare their own FOI Manual within 120 days of the issuance of Executive Order No. 2, with the PCOO providing a model manual and conducting workshops to ensure compliance and promote transparency, accountability, and good governance in the public sector.

It aims to ensure orderly implementation of LTO’s web-based appointment system to enable the public to conveniently schedule appointments for specific transactions (MV plain renewal registration and DL plain renewal), within allotted limits and procedures.

Users must print their Appointment Slips to be presented to LTO during their transaction.

The user is responsible for providing and ensuring the completeness and accuracy of information provided to the system.

The user consents to LTO collecting and using personal information for LTO’s checking and validation purposes.

The LTO Regional Office assigns the DO/LC sites. These identified sites then designate a Special Lane for clients with reserved slots from the online system, including PWDs, Senior Citizens, and pregnant women.

Only the specific MV or DL applied with the appointment shall be accommodated. Processing another MV/DL transaction in addition to the confirmed appointment is not entertained; the client must go to the regular lane for additional transactions.

If the applicant came late, he/she shall not be accommodated at the Special Lane and must process in the regular lane.

All appointments scheduled for the day are accepted the next working day.

The CSR requires presentation of the Appointment Slip and other requirements for the MV/DL Renewal transaction.

The CSR attaches/stamps the Appointment Slip with a Special Queuing Number and directs the client to the designated Special Lane.

The Evaluator validates the appointment online using the Viewing Facility and immediately processes the transaction based on the Special Queuing Number in accordance with established office regulations.

It allows authorized LTO users to retrieve/print the list of appointments for a specific date, view appointment details, and update status of each appointment record.

The DO/LC shall designate an LTO employee (preferably the Evaluator assigned at the Special Lane) authorized to access the Viewing Facility.

Only authorized personnel using their assigned user name and password should log into the Viewing Facility.

Upon processing, update status to “Completed.” Records that were not transacted must be updated and tagged as “No Show.”
