Scope and Application
- Applies to foreign air operators seeking validation of their Air Operator Certificate by the Civil Aviation Authority of the Philippines (CAAP).
- Pertains to all current and valid Foreign Air Operator Certificates issued by CAAP.
Validation of Foreign Air Operator Certificates
- All holders of current valid Foreign Air Operator Certificates by CAAP will be issued a Validated Air Operator Certificate following the ICAO Doc. 8335.
- The validity of the validated certificate is contingent upon the validity of the original Air Operator Certificate issued by the operator’s state.
Requirements for Certificate Validity
- If the foreign operator's home state issues AOCs of short duration (e.g., one year) or if their AOC is amended or expires soon after initial approval, the foreign operator must submit updated versions promptly.
- Continuous compliance and timely submission ensure uninterrupted validity of the validated certificate.

- Adherence to ICAO Manual of Validation and Surveillance of Foreign Air Operators.
- Incorporates provisions from PCAR Part 10 related to the issuance and validation process.
Effectivity and Implementation
- The Memorandum Circular takes effect fifteen (15) days after a single news publication and filing with the University of the Philippines Law Center - Office of the National Administrative Officer.
- Officially signed and enacted on November 18, 2014, by LT GEN William K. Hotchkiss III AFP (Ret), CAAP Chief.
