Q&A (CAAP MEMORANDUM CIRCULAR NO. 34-14)

The legal basis is Republic Act 9497, known as the Civil Aviation Authority Act of 2008.

Memorandum Circular 05-13 was rescinded by CAAP Memorandum Circular No. 34-14.
