Mandatory Waiting Period Before Filling Vacancies

  • Prohibits appointing authorities from filling any published vacant position before ten (10) working days have elapsed from the time of publication

Responsibilities of Government Agencies and Personnel Officers

  • Heads of departments, bureaus, agencies, state colleges and universities, and government-owned or controlled corporations with original charters must:
    • Publish the vacant positions
    • Evaluate all applicants (both outsiders and insiders) for the vacant positions
    • Inform applicants of the results of their evaluation
    • Post the evaluation results on the agency bulletin boards to promote transparency

Enforcement and Disapproval of Non-Compliant Appointments

  • The Civil Service Commission's Regional, Provincial, and Field Offices are tasked with monitoring compliance
  • Any appointments made in violation of the ten-day waiting period requirement will be disapproved
