The main purpose is to ensure that newly published vacant positions in government offices are not filled until ten (10) working days have elapsed from the time of their publication, allowing sufficient time for applicants to apply.
It implements the spirit, intent, and rationale of Republic Act No. 7041, also known as "An Act Requiring Regular Publication of Existing Vacant Positions in Government Offices."
It applies to all heads of departments, bureaus, agencies of the national and local governments, state colleges and universities, including government-owned or controlled corporations with original charters and their personnel officers.
An appointing authority must wait at least ten (10) working days from the time of publication of the vacant position before filling it.
They must evaluate all applicants for the published vacant positions, whether they are outsiders or insiders, and inform the applicants of the evaluation results.
The results of the evaluations must be posted on the bulletin board of the respective agencies.
The CSC Regional, Provincial, or Field Office shall disapprove all appointments issued in violation of this rule.
It took effect thirty days after its publication in a newspaper of general circulation.
The requirement is to provide transparency and equal opportunity for all potential applicants to apply for government vacant positions.
