Procedure and Powers Conferred by Mission Orders

- If probable cause is established, officers are empowered to effect warrantless arrest when the alien is found in flagrante violating immigration laws, adhering to Section 5, Rule 113 of the Rules of Court.
- In the absence of the Commissioner, the Acting Commissioner may exercise these powers.
Reporting Requirements to the President and Secretary of Justice
- The Commissioner of Immigration must submit a monthly report to the Office of the President.
- The report should list deported aliens along with their nationalities and the grounds for deportation.
- A copy of this report is also furnished to the Secretary of Justice.
Repealing Clause
- Any provisions of prior executive issuances or department orders that conflict with the guidelines established are repealed or modified accordingly.
Effectivity
- The new operational guidelines take immediate effect upon promulgation.
